The problem with Biden's plan was that half the country was politically motivated to not get the vaccinations which led to increased illness and deaths and also allowed the virus to mutate among the unvaccinated into more virulent forms. Still, the vaccinations have decreased mortality among those who have become infected by giving them some measure of resistance - the highest rate of mortality has been among the elderly and Biden is doing well. His plan has not been a complete failure despite the best efforts of the folks to make it fail by not participating, many of whom paid for their stubbornness with their lives and/or the lives of some of the people closest to them.
