Because when you're taking a picture you probably aren't watching the road, when you're shifting gears you can still watch the road.

officer berto you're way out of your jurisdiction.. what's a texas county-mountie doing in arkansas?

sure I take my eyes off the road for a couple seconds to snap a picture...but I wouldn't do it if I felt it was unsafe in any way...anyway, I put the camera down before I actually went past him
