It is some kind of pipe plug for pressure testing. You put it in the pipe, air it up, it plugs the pipe, and then you can pressure test the pipe.

one of my first jobs was making these suckers...I ran a machine that punched out the round pieces for the top and bottom...the valve stem at the top is the same as you'd find on a car tire...not sure if there's a technical name for them, we called them plumber's plugs..biggest ones we made were 24" diameter and some of the bigger ones had a tube thru the center that had threads to screw in the pressure testing instruments...QC tested each of them over a certain size and occasionally one would go Boom! and we'd all jump then lol
