I think you're right Blah. Lookin at it more thoroughly it doesn't look rigid enough to cut chain or cable but it could be a swedging tool for crimping the binding ferrules on a cable to make an end loop

Even looking at it full size the black is too dark to tell if half the top is hinged or not but the tab on the right suggests it opens up to insert the cables and clap piece then locks down and smash ho.
