Though indeed tip taxation did occur under Reagans time in office it's equally worth mentioning that the dems held the majority in the House of Representatives (where congressionally backed bills are put forward) and the Senate had a Repub majority in that time.

So essentially both parties backed it and placed it on Reagans desk for signing, and with Reagan being one of the few presidents in recent history to work with BOTH parties in passing legislation, he did indeed sign it into law
