When we block users, we do it at a firewall level. If you were blocked from the site, you would be completely blocked from it, no use whatsoever. I'm not sure what could be happening to you, aside from maybe you're trying to post during periods of heavy use when we have load issues. We use 2 web servers to run the site, 1 to display images/thumbnails, 1 that does the page generation. The first one had dropped dead, hence no images/thumbs. All fixed now though.

The last 2 digits of your IP address. So if your IP is (example) 42.81.90.126 your number is 90126 This means that yes, in theory 65,536 other people can have the same number as you, and if you don't have a static IP (the same IP address every time you connect to the internet) it will constantly change. Unless you create an account, which does away with all of that.

Dunno, I haven't seen anything like it. Chances are it's a caching issue, anonymous users are very heavily cached. If you used a login account, the cache time is dropped massively (and you get your own cache files instead of sharing them with all the other anonymous users) which should remove little quirks like that (assuming that's what it is).

The "new way of numbering" has been in place for weeks, since image category selection in the gallery was enabled. By the looks of the URL you have there, you have selected to view a specific category.. It's possible either there was a large break in image numbers between pictures voted into that category or .. maybe it doesn't display in order. Not sure.
