I think the reason is the location of the head covered the top edge of the hole entirely. When you PS an image you need source material to work from to fill in the hole. In this case it was entirely covered over so there was nothing to work with, thus it was either cut it straight across or don't make the picture at all. I suspect they never thought it would end up on a photo sharing site being picked apart... or cared.
