If you assign the blame for the credit rating downgrade to Obama because of his, and his administrations, policies and decisions that is not racist - the fact that he is black is merely incidental. If however you assign the blame for the credit rating downgrade to Obama because he is black it is most definitely racist. I don't see how that is twisted.
