It pops up because it's the first image uploaded. When you vote, it takes you to the next image. When you vote on the most recent image, it takes you back to the first image.
If you want something different, use the random image function. That's what it's there for.
You may optionally give an explanation for why this post was reported, which will be sent to the moderators along with the report. This can help the moderator to understand why you reported the post.
