The part of the Whitehouse being demolished (see the outlined space in Red) is East Wing Auxiliary Office space built in 1942 and has not been used with any regularity since Kennedy was in office.

Trumpy boy is on record 22nd October stating that the entire East Wing would be torn down for the new ballroom.
And that "photo from a plane" really? I've seen the Hollywood movies, no plane is getting that close without the airforce scrambling.
