He seems perfectly safe surrounded by that framework, the cow will be calmer
with the presence of a familiar human, I don't see why not. I also don't see
why the system exists, given the cow could be driven, or trained to walk up to a
lick block or down to water (the latter will be at around 4pm when they want a
drink and to go to bed).
I'm sure a logical reason exists. If this is in Eastern Europe, that reason may
only exist in the mind of a bureaucrat who got his job through loyalty to a
political doctrine and what family he was born into, he didn't have to actually
understand farming cattle.

My guess would be a plateau they use for grazing that isn't road accessible?
Still a heck of a project/expense for this purpose.

When it snows the rich people use the chair lift (and the cows are
elsewhere).
Then there is no snow, the cows reclaim the slopes!

It would be cheaper to jackhammer or blast a road, both in construction time
and long term maintenance.
