It's a hemp wick.
But who has that many candles to light these days?
I have NO idea what other use it could have other than lighting several candles.

some people that smoke out of a pipe or bong prefer hemp wick to light their 'tobacco' with because it is a cleaner taste than the butane lighter..
essentially you pinch off about an inch or so of the wick in the clip, light the wick, then light your pipe with that...then you can set it down and either pinch out the flame or just let it burn until it reaches the clip and goes out on its own..
