While I'm not a big fan of Rick Perry, the timing and political nature of this certainly seems suspect when I apply the same filter I do to most things to determine whether something might be factual or not : "Does anyone, and if so, whom, tend(s) to benefit intellectually, moralistically, financially or politically from this action?"
