They're wire tying pliers, or somethin like that. I've never used 'em, but
I've seen 'em around

Wire-twisting pliers. You lock the jaws shut on the two ends of the wire, then
hold the knob at the back and pull - the whole body twists while holding the
wire, twisting the two (or more I suppose) strands of wire together.

Close enough. Locking safety-wire pliers. They are used to tie safety-wire from
holes in mounting screws on aircraft avionics equipment to holes in the
avionics-bay airframe so they don't vibrate loose. When I was in the Navy they
issued a fleet wide order to stop using them for a time because some people were
doing it wrong and we had to start tying safety-wire by hand, a real pain
compared to using these things. After all squadrons reported satisfactory
re-training on their use we resumed using them. Use too much wire and the twist
is too loose and would come apart; too little and the twist is too tight and the
wire would break.
