Did a bit of research - she's french and into costume play (cosplay). Photo was taken last year, but haven't yet discovered (am over my internet data cap so down to dial up speed until Friday - damn ISP's ) if there was a reason she dressed up or whether it's just cos (a small pun there ) she has a screw loose.
