A guy down the street is beating his wife and kids mercilessly so I go down
there and beat the snot out of him 'til he can't get up and hurt anyone else
anymore. Is that accomplishing peace?

No it's not peace, because you have simply shifted the fear from her to him.
Now while that might be fair given what he had been doing to his wife, it is not
peace.

Unfortunately, the only way to stop some people is to beat them into submission
or kill them; that is not my choice, it's theirs. I'm a peaceful person by
nature but I understand that some violent people cannot be reasoned with or
placated in any really good way, so for the peace of everyone else they need to
be taken out of the equation, sometimes using extremely harsh measures.

quasi - I agree with you completely - I just wouldn't call it peace. It could
be called justice, but control through fear, while it might lead to a stop in
fighting, is not peace.

One should use the minimum force necessary to prevent the commission of any
crime involving serious bodily injury or death. Depending on the situation, the
use of deadly force may be called for.
