A lot of of the old testament verses of the Bible tended to relate of the
politics of the time when they were written. In 2000-3000 B.C they didn't
have all these courts, and jails. The covenent was the only thing the Is-
raelits had to follow to keep order. That verse should not be interpreted
literally.
