Free history lesson: The first four hired people from the field of economics to determine where cuts could be made that did not compromise public safety or national security. Research and study took week and months to determine what was okay to trim. The fifth does not contain anyone who even knows what the departments do (thus the ones that were "closed" for a few hours while someone informed them), act on their whims within a week or two, and focus their attention on agencies that serve the country well... including the FBI, CIA, and others that one would have to be an idiot to go after.
