Can't really make out the sign for 2 all that well but it looks like 2-3-1. The
one not turning usually has 1st right of way

2 is passing T intersection sign, showing he is on main road. 1 is at a give way
sign. 3 is also on main road so gets right of way over give way sign.

Ah, saw it as a 3 way stop.. with all three turning... in which case vehicle
approaching from the Right has right of way. Thus 2 yields to 1, 1 yields to 3.
If 2 is going straight then 2 goes through first, then 1 yields to 3.
If one is being driven by a little old lady then the other two freeze and hope
not to get hit.

Also if one vehicle is a Hummer the other two move over as far to the right as
they can and wait because Hummer owners think they own the road and laws don't
apply to them.
