Maybe it was sitting pretty and they walked away without the handbrake. When it
filled up enough it rolled in due to the extra weight. Either way, not easy to
get out.

Judging by the pic the amount of hose and the configuration of it, plus the
indention in the ground from the front wheels when brakes were applied indicate
altergo is probably right.
