The fixed, heavy bans around it indicate to me it may be designed to rotate in some sort of cradle, perhaps as part of some large sort of ore separating device. Just guessing, really.

Or a pressure chamber of some kind, like for treating lumber. My first though was a giant rock tumbler.

Looks like a "KILN" to burn portland rock for concrete...

I think we have a winner. Appears to be a rotary kiln for that purpose.
