That's a possibility PJ. When they open the way they're made the jaws stay in the same position and just expand. I thought of that too but the ring spreaders I've seen kinda cup the ends of the rings and these have completely flat faced outer jaws.
I also wondered if they might be some kinda tool for spreadin external snap rings, but again these are really WTFs to me too, so ....

Nah 'berto the spring action on 'em will close the jaws when they're released. When you squeeze 'em the tips spread out equadistantly, meaning there's no arc to 'em as the jaws open, they open in a straight spreading motion

Parallel jaw lock ring pliers. Took a while to get the search terms right but if you do a google image search for that specifically it's pretty much what you've got there.
I have an old parallel jaw locking pliers but the jaw adjuster is a thumbwheel that is in the the lower hinged jaw part. I can't find em right now (probably in storage - we've moved) but when I find em I'll take a pic and post it just cuz they're cool. I've used em for a lot of miscellaneous tasks. I found them somewhere, probably in an old garage I moved into years ago.

I finally just did the cheapie deal and looked 'em up. They're Proto 251's according to what's stamped on 'em. But, they don't make the 251's anymore and now make a 251g which is a bit cheaper lookin [

Indeed, they call 'em snap ring pliers so my first guess was close as were several others.
