Otters don't have legs and a tail like that. MUCH too long and thin... Otters have stocky thick legs and tails. Also the fur looks to be long and matted down, again not like an Otter. Not sure I can go entirely for 'cat' as the nose does look a little pointy and the body a little long, though they look different when soaking wet as well.

I think I have to go River Otter now too.. mainly due to the back arch after looking at a bunch of photos. However it is the skinniest example... thing must have been starving. I'm betting he enjoyed that fish immensely.

Edit: actually it's probably a juvenile when I look at the size of the fish.

While I am not completely convinced that it is an otter, I am completely convinced it is not a cat. It could be a ferret, or similar, but don't know enough to know if they swim or not.
