mockumentary.It was a film made entirely to portray his biased thinking. He is

No, actually, it's not "totally fiction". It's clearly biased,
that's obvious.
There are things he leaves out, and Moore uses relatively lame visual ploys to
create artificial associations between things, largely as insults. But some of
the core information is F9/11 is accurate and has been borne out.
