Short of a magic wand that will make them all disappear guns are here to stay in this country because of the sheer number of them out there already. Regardless of what other laws are passed these things will continue to happen. In this case, a wealthy guy who for whatever reason flipped out, no amount of laws would have made a difference, he could have bought whatever he wanted.
