Any American born citizen can become President as long as they pass the limited requirements set forth in the constitution. The Constitution gives three eligibility requirements to be president: one must be 35 years of age, a resident "within the United States" for 14 years, and a "natural born Citizen,". There are no other requirements but in this day and age you must have enough money to get elected.

Now as far as lying on your resume, nobody has lied more than Hillary in the past 30 years.
