You mean yeah, they do need that, so they can get in their driveway....
That model of VW bug is a front wheel drive.
This picture tells me straight up that the dolly wheels have been fitted to it because
the car regularly crosses a dip - either in a driveway or causeway where there is a steep rise immediately after it.
The rear end would of been scraping on the ground thus jamming the car on the crossing. The dolly wheels
would lift the rear wheels off the ground, just enough for the car to cross the dip and being a front wheel drive,
it can pull itself across and then travel on it's way.
Front wheel drives can't pop wheelies Wob :-)
