Blacks and whites use drugs at the same rate ... however laws punish crack more than cocaine
Crack exists in poor black communities
Cocaine exists in affluent white communities
Cops are in larger force in black communities going after crack dealers and users ...
While they are nowhere to be found in the affluent white communities ..
That is on purpose .. target poor black people .. "We're afraid of black people. Get them"
