While the above statement may not be attributed to Hitler the meaning of it is most likely quite true. It would be very difficult to take over a country and keep it with it's citizens armed. Hitler did it in Germany mainly because he fooled his people to think we was for Germany until he replaced all police with his hardline forces and also used impressionable children in his uniforms as snitches. Looks like history might be repeating itself.
