On second thought, there is no real reason electrical and electronic devices should be excluded from steam punk since they were being used and developed concurrently and it would only be a matter of time before semiconductors were put to use. In fact early electronics components and vacuum tube technology would seem to to fit right in with the steam punk genre. Maybe an electric-steam punk genre? I used to repair electro-mechanical traffic signal controllers and they are very steam punk-ish looking inside.
