I don't know about Texas but in Oregon they pick up road kill deer and elk and give it to state sponsored/qualified programs for food, either for people or animals. It doesn't go to waste and nobody takes it home for themselves. Of course YOU would assume there is some sort of underhanded conspiracy-like shit going on and you might be right. Texas is "like a whole other country" after all. Maybe it should be.
