I think he was from north or south Carolina, can't be sure.
But this was in the 80's.
Now disabled zones are common, which is a good thing for people stuck in wheelchairs and their carers. But to qualify as disabled in Australia you just need to be a fat fuck with a doctors certificate and you get a parking permit and a pension.
Looks like Homer was right all along.
