It must be a state law then, ADA makes no such provisions that I can find and I just read the seating requirements in it. I've never seen such seating in any west coast theaters. Considering the epidemic of obesity in this country it is probably a good idea. If some one finds a law stating that requirement it would be interesting to see and learn the background.
