Here's more: Although welfare recipients are leaving the system at unprecedented rates, Whites are finding their way from welfare to work much faster than Blacks and Hispanics.

The disproportionately large numbers of Whites who have been able to leave welfare has altered the racial balance in a program long rife with racial conflict and stereotypes.

In the past, scholars have noted that there were more White families in America on welfare than there were Blacks. That is no longer the case. Blacks now outnumber Whites. Black and Hispanic welfare recipients combined now outnumber Whites 2-1, according to a New York Times report.

There are numerous explanations for the changing racial demographics which include possible discrimination by employers or landlords in neighborhoods near jobs.

Also, unpublished data from the Census Bureau, prepared for the New York Times, suggest that minority recipients were significantly more disadvantaged than Whites when the rolls peaked in 1994. On average they had less education, lower incomes and more children.

Rep. Donald Payne (D-NJ) warned that the growing minority share of the rolls could erode support for welfare spending and reinforce racial bias in general.

Considering the percent of the population that each race makes up:

Whites are under-represented as welfare recipients

Blacks (14% of the total population) are over-represented on the welfare rolls

Hispanics are about right -- the proportion of welfare recipients who are Hispanic is about the same as the percent of the total population that is Hispanic

Still more here regarding single mothers: Among the poorest of the poor,single mothers living below the poverty line with minor children to support 39.7 percent of AFDC clients are Black single mothers and 38.1 percent are White women with children. Food stamp recipients are 37.2 percent Black and 46.2 percent White. Medicaid benefits are paid to 27.5 percent Black recipients compared to 48.5 percent White clients.

Although the numbers show that Whites get the biggest chunk of public aid dollars, welfare critics still charge that Blacks shouldn't collect 33 percent of welfare benefits when they only make up 12 percent of the general population. They say the imbalance proves their case that Blacks are too busy complaining and blaming racism for their plight to look for a job.



While it's easy to find tainted data that shows whites collect more of the welfare funds such studies will seldom also show the differences in the amount of funding in such programs relevant to the proportions of recipients involving the percentage of the population these recipients actually contrive within our society as doing so wouldn't be politically or racially expedient in stating the real facts over their agendized statements claiming whites are the major recipients.

One study I came across also took the liberty of lumping any racial group other than white, black or hispanic into the white category to help raise the overall percentage of white recipients.

Then another began its summation of the overall federally spent dollars on each race by stating a grave disparity towards white in that figure but then further down in its findings later mentions that payments to whites also included the monies they received from retirement social security and medicare programs and then also mentioned that whites had a longer life expectancy than did blacks, which of course points to the reality that whites would indeed collect more of any such expenditures simply because they live longer, though made no such mention in their overall findings initially.

I found this study to be quite deceiving also as it lumped welfare dollars, food stamp dollars and housing assistance funding together with social security beneficiary payments although the bulk of social security funding is not outright gimmes since it's recipients (or at least the lion share of them) had actually paid into the system before receiving benefit payments.

Of course I can't seem to find ANY figures on federal and state outlays of welfare payments relative to the amount of money recipients might have paid INTO the system by race prior or after having received such benefits .... I wonder why handjob
