If there is any blame for civilian deaths then it would have to be on the insurgents heads for moving among unarmed civilians to try and use them as shields. There will always be wars in this world because there will always be people who want what others have and don't care who they kill to get it. At least we do our best to limit collateral deaths of innocent civilians the terrorists or insurgents or whatever you want to call them do nothing to limit innocent civilian deaths. Just the opposite, they intentionally cause innocent deaths in an effort to sway public oppinion and you are falling for it and playing right into their hands.
