I guess this is just part of your "great social experiment".
You have to take the bad along with the good.
This is the internet so you have to expect some people to post pictures most others don't like.
Hopefully there is someone out there besides the one that posted them that appreciates this crap.
However it does say on the main page, that pictures with a lot of really low votes are to be deleted....right?
You may optionally give an explanation for why this post was reported, which will be sent to the moderators along with the report. This can help the moderator to understand why you reported the post.
