Actually, we have a republic where the public elects people to make the decisions that are hopefully what the people want. If the elected officials fail to do as the people wish then someone else can be elected.
This cartoon reminds me somewhat of something my kids used to try with me. Sometimes when one would be in trouble for something he would try to deflect the attention away from himself by pointing out things that one of his siblings had done, hoping that I'd give him a pass or even a reward for blaming something on someone else. Didn't work.
