yes it is indoors, but so far I have never had any problems with noisy kids...the floors are not sticky because most of the people that go there are not filthy fucking pigs that throw their trash on the floor, and the people that work there actually keep the place clean.
and as for not being able to smoke inside, well I for one am glad about that...
in fact, in the state of Washington, it is now illegal to smoke within 25 feet of the entrance to a building...I like that too.
