Yeah you can hear them clearly from miles away. It's amazing the noise they make! I went to qualifying last year, and tbh I couldn't really tell the difference between the current V8s and the V10s I saw a few years ago. Anything revving at 19k+ rpm is going to be pretty loud and pretty high pitched.
They'll all be limited to 18,000rpm to try and get 3 races out of them this year. Probably won't be a noticable difference.
I'm worried about F1 though. With this year's ugly ass cars, and all the cost cutting measures, I think the 'pinnacle of motorsport' is beginning to sink.
