The point is that she would be stoned to death in Iran for this. If it was a french girl, it would not mean much because it is easy to find a french girl wearing something skimpy (ok not as easy as it should be, but relatively so). There is no farsi version of Playboy, or wet burka contests in Iran.

So that it why it means something that she is Iranian (even if she is in Houston). It is freedom on the march. The right for a woman to show off her body and make a buck shaking her ass.
