Looks like a large flock of small birds.
I was once out alone in my canoe in a place that looks much like this and saw a similar flock of birds that kept flying to and fro in the air near me just like this flock. It was spooky, thrilling, and amazing to see. To this day I still wonder how I wasn't covered in birdshit after that experience.
