Yes, children should be taught to protect themselves. I think the problem here is that this gives an implied consent for these kids to go ahead and have sex and undermines the parents' rights and obligation to teach there kids about these things. It also sends a message to the kids that, hey, you don't have to talk to your parents or listen to them, and if in spite of the birth control available you do have a child, no worries, it won't be your responsibility to be a parent,
the government controls your life and will take care of everything for you.
