These are intended to be flood space. The fact that they are empty suggests water shortage here in Tokyo.
Those tubes are less than 30 miles from where I am writing. We are surviving on rainwater and renewed sewage. While on the other side of the island, they are flooding out!
The images look cool, but their message is dire.
