1st order of business (after roundin up all the Pedros and Padritas and get the rest of the fence finished) will be the establishment of 4-20 as a national holiday which will replace Lincolns birthday ... he won't really miss the bash anymore in that year than he has in over a century now anyway. We can use it as a national celebration of the fences completion (thinly guised as national stoner day of course

2nd we can implement trade restrictions on American industries to disallow shuttering stateside facilities in favor of outsourced manufacturing and support industries outside our borders in an effort to re-invent the slogan and useage of the term "Made In America" !
3rd will be pushing for congressional term limits. No more "Legislators for Life", what we need is some fresh blood in the capital !
