We used to have the draft, it wasn't really popularity, people were drafted into the military. There have always been bonuses for re-enlistments, when I left the military in '74, my re-enlistment bonus would have been $12,000, which was quite a lot back then. The enlistment bonuses were for people with degrees to attend OCS. Ordinary people don't get enlistment bonuses and they have to have a high school education or equivilent. Used to you could join as a choice between that or jail but now they won't take anyone with a criminal record. All the BS about lower standards is just that, bullshit.
