Now,I don't think they ARRANGED the attacks, they just baited them. They represent the imperialist/colonialist lunatic fringe that knew that they had to be stopped and or politically damaged once the election was bought/stolen in 2000.
(The 1993 attack was started while Bush I was still in office BTW.....)

Also, not being the smartest of camel humpers, it played into the Oil Industry/Military Industrial Complex backed war mongers strategy.
