The range of their missles is not the problem. Once they have nuclear capability, they can give nuclear devices and material to terrorists who can reach much farther than the missles. A dirty bomb can be carried anywhere in the world. Small 1 or 2 megaton bombs can be carried anywhere in the world as well and with a 50 mile kill radius can be quite effective.
