Not knowing what those things were, it was better to be safe than sorry. Bombs could be packaged like that easily. Even though they couldn't do a lot of damage they could have killed some had they been bombs. Had they been bombs, the amount of them placed around could have cause a lot of havoc. The public and the police did the right thing. Remember, the terrorists only have to get it right once, we have to get it right all the time.
