That's the fear thing working, you can't even do nothing funny in the streets these days, just one person complains and that gives the "authorities" an excuse to come in and clean up, kinda like in the old Soviet Union.
It doesn't matter who we beat, Communist, Terrorists, whatever, there always has to be an enemy otherwise they can't play the game.
