Actually the Iranians don't have the ability to keep it secret. Why? Because the facilities and materials needed to create nuclear energy and weapons are hard to come by. Which means they would have to buy them. Those materials are tracked.
Producing nuclear weapons is very difficult when starting from scratch. That is why North Korea has been trying for 30 years and has yet to produce anything.
That is why India and Pakistan took 25 years with US help. It ain't easy.
That is what makes Saddam having a nuclear program a farce.
